Capacity Development Fund

Palestine Wildlife Society (PWLS) is the BirdLife partner in Palestine. PWLS has completed the Quality Assurance System (QAS) in 2015. The QAS for PWLS, showed that the organizational questions 49 (partner status), 70 (membership) and 87 (Organizational Finances) are red and Amber. The existing PWLS strategy focuses on nature conservation and wildlife protection outcomes with little emphasis on organizational development. Mainly this emphasis is related to increasing membership, unrestricted resources and positioning of PWLS as a leader in nature conservation in the country.

In January 2019, PWLS implemented a project entitled “supporting the sustainability of Palestine Wildlife Society” through funding from the MAVA Fund. The project aimed to review and edit PWLS strategic plan. By the end of March 2019, PWLS completed its Strategic & Operational Plan for the years 2019-2022. This plan contains the mission, vision, values, achievements, PESTLE analysis, SWOT analysis, stakeholder analysis, organizational structure, membership, operating plan of the strategic goals-objectives aligned with BirdLife international, resourcing plan for actions, financial summary, and monitoring.

In July 2019, PWLS received a small grant from the Capacity Development Fund (CDF) to develop its fundraising strategy, fundraising action plans, and promotion plan for Nature Conservation Branding-Marketing through Multi Media. PWLS contracted an external consultant to develop the fundraising strategy and business plans for its programs. The consultant developed

a general fundraising strategy, business plans for Dr. Sana Atallah for Conservation Science, Slow Tourism, Nature Shop, and Wildlife Rehabilitation (Conservation) Center.

However, some work obstacles and problems were identified at office technical level, which affect PWLS performance in implementing PWLS Strategic Objective 4 “Institutional Sustainability”. Deficiencies in providing efficient online logistical services and lack of office equipment are restraining PWLS staff capacity to complete requested tasks and work requirements of social media networks, upload and download PWLS videos, in addition to weakness in safeguarding PWLS environmental information data base and premises.
